Overview

International Logic Systems (ILS) is seeking a Senior Java Developer with strong experience in building microservices / webservices for enterprise and mission-critical applications. This role is primarily development-focused, with the added expectation that the individual can support WebLogic administration activities as needed in the absence of the primary WebLogic Administrator.

The ideal candidate brings deep Java expertise, practical middleware knowledge, and a willingness to operate across development and operational boundaries in a regulated Federal environment. The position supports applications currently deployed on Oracle WebLogic Server, with a planned transition to IBM WebSphere Liberty.

 

This is a hybrid role requiring on-site presence two days per week at our Fairfax, VA headquarters.

Responsibilities

Application Development (Primary Focus)

  • Design, develop, and enhance Java-based microservices and RESTful web services using modern Java technologies and design patterns.
  • Implement secure service integrations using OAuth 2.0 and related authentication/authorization mechanisms.
  • Develop and optimize data access layers using Informatica MDM, Oracle Database, and PL/SQL.
  • Analyze functional and technical requirements and translate them into high-quality, maintainable software solutions.
  • Apply appropriate architectural and design patterns to ensure scalability, performance, and maintainability.
  • Perform unit testing, integration testing, debugging, and performance tuning.
  • Prepare and maintain technical documentation, including design specifications and operational notes.
  • Collaborate with architects, business analysts, QA, and DevOps teams throughout the SDLC.
  • Provide technical leadership and guidance to junior developers as needed.
  • Participate in projects using the Waterfall methodology while supporting the organization’s transition toward Agile practices.

Middleware & WebLogic Support (Secondary / Backup Role)

  • Provide backup administration support for WebLogic Server in the absence of the primary WebLogic Administrator.
  • Assist with WebLogic installation, configuration, patching, and environment updates.
  • Troubleshoot and resolve WebLogic-related production and non-production issues.
  • Support deployment, configuration validation, and runtime monitoring of Java applications.
  • Work with infrastructure and security teams to support application stability and compliance.
  • Assist with planning and execution of the future transition from WebLogic to IBM WebSphere Liberty.

Qualifications

Required Qualifications

  • 10+ years of professional experience in Java application development.
  • At least 3 years of hands-on WebLogic administration experience, including installation, configuration, and troubleshooting.
  • Strong experience with:
    • Java / J2EE
    • Microservices and REST API development
    • Oracle Database and PL/SQL
    • OAuth 2.0 and secure service design
  • Practical knowledge of middleware platforms such as Oracle WebLogic (required) and IBM WebSphere / Liberty (preferred or willingness to learn).
  • Experience working in large-scale, enterprise, or Federal application environments.
  • Ability to work independently with minimal supervision while collaborating effectively with cross-functional teams.
  • Strong analytical, troubleshooting, and documentation skills.

Preferred / Nice-to-Have Qualifications

  • Experience with IBM WebSphere Liberty or other lightweight Java application servers.
  • Familiarity with CI/CD pipelines and DevOps practices.
  • Experience with Agile or hybrid Agile/Waterfall delivery models.
  • Prior experience supporting mission-critical or regulated systems (Federal, financial, healthcare, etc.).
