Overview

The Senior HR/Operations Analyst is responsible for managing HR onboarding, payroll, time sheets, and operational support for staff and leadership. This role ensures accurate, compliant, and timely HR and operational processes, while providing decision-support, tracking, and coordination across multiple teams and stakeholders. This hybrid role requires in-office presence two days per week in Fairfax, VA. MUST BE LOCAL TO DC METRO AREA (hybrid support - 2 days in ILS HQ office, located in Fairfax, VA 22033).

Responsibilities

Key Responsibilities

HR & Payroll Duties

  • Lead full-cycle onboarding for new hires, including offer letters, employment documentation (I-9, W-4, benefits, direct deposit), and orientation logistics
  • Manage timesheet collection, validation, and approvals to ensure accurate payroll processing
  • Administer payroll processing, reconcile payroll records, and ensure compliance with federal, state, and company policies
  • Maintain HR records, trackers, dashboards, and templates for onboarding, payroll, and leave management
  • Provide guidance to employees and managers on payroll, benefits, and HR policies
  • Generate reports and maintain metrics to support HR leadership

Operations & Staff Coordination Duties

  • Track tasks, deadlines, and suspense items to ensure timely completion of operational and HR-related assignments
  • Develop and maintain standardized templates, dashboards, and briefings for staff and senior leadership
  • Coordinate activities and communications across multiple teams, departments, or external stakeholders
  • Analyze and synthesize complex operational and HR data into clear, actionable reports and presentations
  • Support decision-making processes, including preparation of briefings, courses of action (COAs), and operational updates
  • Organize and coordinate team building events

General Responsibilities

  • Ensure accuracy, consistency, and timeliness of deliverables
  • Operate effectively in fast-paced, high-visibility, and ambiguous environments
  • Maintain strict confidentiality of sensitive HR, payroll, and operational information
  • Serve as a trusted advisor to leadership and staff, providing guidance on processes and compliance

Qualifications

Required Qualifications

  • Minimum of ten (10) years of experience supporting HR, payroll, and operational staff functions in professional, government, or IT environments
  • Demonstrated experience in onboarding, payroll administration, timesheet management, and HR compliance
  • Familiarity with federal or DoD HR, payroll, and operations processes
  • Extensive experience in task management, action tracking, and staff coordination across multiple teams or departments
  • Proficiency with payroll systems, Microsoft Office Suite (Excel, Word, Outlook, PowerPoint), and SharePoint
  • Strong written and verbal communication skills, including briefing and report preparation
  • Ability to work independently with minimal supervision while managing multiple priorities

Desired Qualifications

  • Experience supporting senior leadership, General Officer, or executive-level decision-making
  • Experience developing and improving onboarding, payroll, or operational procedures

Work Schedule

Part-time (15–25 hours per week) with flexible scheduling
